Call for papers/Appels de communications : Rural resilience and vulnerability: the rural as locus of solidarity and conflict in times of crisis

Source: European Society for Rural Sociology (ESRS).
Florence, 29 July - 1st August, 2013. "The economic crisis has Europe in its hold. This crisis clearly affects its economic basis but goes far beyond that to touch upon the very substance of the European way of life."

"Yet, the crisis also presents us with the chance to rebuild our society, to create something better, more valuable and more sustainable. Resilience is often used to describe this capacity for successful adaptation, i.e. the ability to learn and change, to make use of emerging opportunities. But there are also risks as the crisis increases inequalities and internal tensions, at different levels (such as regions or nations).

The opportunities and risks associated with the crisis are played out in rural as well as urban places. Rural places and rural issues may assume a specific meaning in times of crisis, reflecting resilience as well as vulnerability. This conference aims at increasing our knowledge of the effects of the crisis in the different regions of Europe and beyond, and to add to our understanding of the processes that contribute to vulnerability and resilience of people and places."

Reports/Rapports : Rural Parliaments in Europe

Source: SAC Rural Policy Centre.
"In October 2011, researchers at SAC were asked by the Scottish Government to carry out a study of existing Rural Parliaments in Europe. The aim of the study was to ‘enhance understanding of how and why Rural Parliaments operate, and the outcomes they generate, through examining international examples’."

"Rural Parliaments in six countries were identified for analysis in discussion with the Scottish Government: Sweden, the Netherlands, Estonia, (Swedish-speaking) Finland, Hungary and Slovakia.

The study has been undertaken in four phases: i) scoping of the number and location of existing Rural Parliaments; ii) desk-based analysis of the information available about selected existing Parliaments; iii) interviews with representatives of the Parliaments and with individuals centrally involved in rural movements in Europe to discuss in more detail the ways in which they operate; and iv) summarising the implications of phases (i) – (iii) for the establishment of a Rural Parliament in Scotland."

Studies/Études : Rural Europe and the world: Globalization and rural development

Source: European Countryside.
"Globalization remains in the popular imagination most commonly associated with urban centres, and particularly with the concept of the 'global city'. (...) In contrast, the dynamics of globalization as worked through rural localities has been comparatively under-researched."

"The papers in this double special issue of European Countryside (Volume 3, Issue 3 and Volume 4, Issue 1), in contrast, adopt a relational perspective to the analysis of globalization in a rural context."

Reports/Rapports : The EU proposals for rural development after 2013 / Les propositions de l’UE pour le développement rural après 2013

Le texte en français suit l’anglais.
Source: Notre Europe.
In this Policy Brief edited by Notre Europe, Francesco Mantino analyses the European Commission proposal for the CAP’s second pillar.

"According to him this reform is a compromise between innovation and conservatism that will modify the policy’s definition and financing. Among the main changes he stresses the enhancement of the strategic planning in the objectives of rural development (Europe 2020 Strategy), the implementation of a new institutional framework promoting a stronger coordination of national and regional levels (the so called “Common Strategic Framework” or “Partnership Contract” at national level) and the strengthening of environmental objectives. However he underlines that the introduction of an objective of farm income stabilization in the CAP’s second pillar will increase the complexity of rural development planning, adding short terms objectives to a policy driven by long term ones until now."

Reports/Rapports : The New Rural Europe: Towards Rural Cohesion Policy

Source: Nordregio.
"Much of rural Europe is steadily shifting away from our twentieth century conceptions. However, rural policy has been slow to adjust. There is an urgent need for a fresh approach, more attuned to contemporary realities and issues"

This report is based on findings from the EDORA (European Development Opportunities in Rural Areas) project. The overarching aim of EDORA was to examine the process of differentiation in rural areas, in order to better understand how EU, national and regional policy can enable these areas to build upon their specific potentials to achieve (in the words of the EU 2020 strategy) "smart, sustainable and inclusive growth." EDORA was a project funded under the ESPON 2013 programme. It began in September 2008 and was completed in March 2011. This project was coordinated by the University of the Highlands and Islands, supported by a large consortium representing twelve EU Member States.

Studies/Études : Regions Engaging Globalization: A typology of regional responses in rural Europe

Source: DERREG.
"Globalization is arguably the most prevalent force reshaping rural localities around the world today, and the most significant factor framing the challenge for rural development in regions from the Canadian prairies to the rolling downlands of England"

"This chapter develops an analysis of the differential engagement of rural regions with globalization, drawing on research conducted for a project funded by the European Commission’s Framework Programme 7, ‘Developing Europe’s Rural Regions in the Era of Globalization’ (DERREG)."

Studies/Études : Divergent Paths in Regional Economic Development: A Tale of Two Festival Towns

Source: Small Cities Imprint.
"This study compares how two small communities in rural settings tried to promote sustained economic development by capitalizing on local music festivals."

"Merritt, British Columbia, Canada, home to a large country music event, focused on place branding, marketing, and related entertainment initiatives. Hultsfred, Sweden, in contrast, used its iconic rock festival to create a year-round music industry cluster called RockCity."

The study argues that "the alternative strategies reflect fundamental differences in economic development policies and governance structures." It subsequently "question whether RockCity-like cluster initiatives are possible in the Canada without coordinated tools and programs for supporting cultural industries in small communities."

Studies/Études : Rural Support Networks: The Influence of the Patrilineal Culture of Family Farming

Source: Queen’s University Belfast.
"Rural support organisations have emerged since agricultural restructuring of the 1980s. The paper draws on research from the UK and Canada to suggest that the support in both countries is derived from a patrilineal culture that still dominates family farming."

"The paper begins by outlining a conceptual basis for arguing that such a culture can be understood as comprising of male and female relational gender identities capable of explaining farm relationships, farm survival and adjustment strategies and community engagement. These components, it is argued, are facets of the patrilineal farming culture which must be understood if its impacts on all its members are to be appropriately comprehended and supported."

Reports/Rapports : Rural Development and Globalization in Europe

Source: DERREG.
This policy brief reports on emerging findings and policy recommendations from the Framework Programme 7 project DERREG, coordinated by Aberystwyth University with partners from 8 countries.

"Policy Recommendations:

  • Rural regions should aim to promote eco-economy activities that can tap into international markets using environmental resources and sustainably sourced materials to develop industries such as viticulture, craft production, sustainable forestry and eco-tourism.
  • Regional development should emphasize helping rural businesses to develop international networks rather than attracting inward investment. Support actions should include ‘network brokering’ to help SMEs develop networks, and working to increase the availability of financial capital for international expansion.
  • Public authorities should promote the positive benefits of international migration to rural regions, and develop initiatives to support integration. Regions should seek to use the skills, expertise and connections of international migrants in economic development.
  • Regional government, civil society groups and universities should work together to promote regional learning to identify opportunities and develop responses. Public policy can support regional learning by funding collaborative initiatives and providing physical infrastructure such as spaces for discussion and advice."

Presentations/Présentations : ICT and Rural Areas: Building the Knowledge Society at Grassroots Level

Source: European Network for Rural Development.
The importance of Information Communications Technology (ICT) to the development of rural areas in Europe was the focus of an EN RD seminar held in Brussels, on 10 February, 2011. The event provided a platform for discussing the implementation of ICT policies in rural areas and how this has been implemented in different Member States.

"Exchanging information and presenting examples of different types of RDP activity that have received EU co-finance from the European Agricultural Fund for Rural Development (EAFRD) is an important aspect of the EN RD’s work.

The recently published (EAFRD) Projects Brochure highlights a diverse range of innovative ICT projects from across the EU. All of the projects featured in the brochure have been submitted by NRNs as interesting rural development initiatives and useful contributions to building the ‘knowledge society’ in rural areas."

Books/Livres : OECD Rural Policy Reviews: England, United Kingdom

Source: OECD.
"Rural England plays a significant role in the economy of the United Kingdom, but an even larger social and cultural role. And it is unique among OECD regions, in that it is geographically compact, with rural inhabitants generally no more than a half hour’s drive from an urban area."

"There is thus a vast amount of interaction between rural and urban populations in England.

England’s rural population is, on average, doing better than the urban population across a broad range of socio-economic indicators. Nevertheless, rural England is also struggling with pockets of poverty and social exclusion, difficulties in maintaining access to high quality public services, an ageing population, and, most importantly, a widespread shortage of affordable housing.

The government has adopted mainstreaming as its rural policy strategy. The objective of mainstreaming is to ensure that people in rural England have access to the same policies and programmes as those available in urban England. While mainstreaming is an attractive policy approach, especially in a country with strong rural-urban interactions such as England, it has proved challenging to implement. This report examines the mainstreaming policy response as applied to rural England and suggests ways to increase its effectiveness."
